How do you bring manufacturing back to USA?

We got to start manufacturing!!!
Is there anything we can do to bring manufacturing back to the USA? It costs too much if we do manufacture here. But the cost of depending on the country (it is not the country, but the government "communists") that hates us may prove to be much more expensive.
I own and operate software development and Software Service Providing Company here is Bellevue, Washington. Non of the software we make is outsource to outside. I would like to know if we can create a manufacturing company ... even making just masks in the US. It will be great step toward independency from China.
