Seattle Waterfront is Changing

Free Viaduct is being replaced with Toll Tunnel.
It used to have 6 lanes but now it is only 4 lanes.
Use taxpayers money but to use it the same taxpayers must pay again.
I am not against improvement but double tax ... Not really happy.
