It is a balloon which is fished from the water tank at the night or festive stall, called "FUSEN SUKUI". Do you know it? Of course, YES!! You made this quiz, so you absolutely know this game. Ha,ha!!

Yes, it`s a small balloon with some water in it & a rubber string attached; a traditional Japanese summer festival toy.
